## Key Compliance Information (NFC(AE) 2023 — Alberta)
Building owners in Alberta are required to:
- Maintain a current Fire Safety Plan on site at all times
- Review the Fire Safety Plan annually and update whenever occupancy, systems, management, or contact information changes
- Keep a Life Safety Records binder on site with current and previous 5 years of inspection, testing, and maintenance records
- Notify the fire department (311 in Calgary) if the fire alarm system is out of service for more than 2 hours (NFC(AE) Div. C 2.2.7.2)
- Implement fire watch if the fire alarm is out of service more than 2 hours — fire watch requires a dedicated watchman patrolling the full building including stairwells every 60 minutes or less
- Implement fire watch if the sprinkler system is impaired for more than 2 hours in any 24-hour period
- Ensure all fire safety equipment deficiencies are corrected immediately upon discovery
- Ensure persons who install, inspect, test, and maintain life safety systems are qualified (journeyperson electrician, certified fire alarm technician, journeyperson sprinkler installer, or equivalent)
Maximum fines for non-compliance: $100,000 first offence, $500,000 repeat offence (Safety Codes Act s.68(1)).
Records must be retained on-site and produced for the Authority Having Jurisdiction (AHJ) upon request. Failure to produce records is a violation of the Alberta Safety Codes Act.
## Warden Program
Emergency Warden programs are required for commercial, office, mixed-use, and assembly occupancies. Residential buildings do not require wardens regardless of height. Floor Wardens are appointed by building management and are responsible for their designated floor during a fire emergency — sweeping their floor, directing occupants to stairwells, reporting headcount to the Chief Warden at the muster point.
## Fire Watch Requirements
Per NFC(AE) 2.2.7.2, fire watch must be implemented when the fire alarm system is inoperative for more than 2 hours. A fire watch requires:
- A dedicated watchman whose sole responsibility during the watch is fire safety (no other duties)
- At least one full patrol of the entire building including all stairwells every 60 minutes or less
- A means of communication to 911 (cellular phone is acceptable)
- Documentation of every patrol in the Fire Watch Log (date, time, area, watch person)
- Continuation until the fire alarm system is fully restored and tested
