Emergency Procedures

2.1 Upon Discovery of Fire

All workers must be familiar with and follow these procedures immediately upon discovering a fire or smoke condition on site:

  1. Immediately sound THREE (3) long blasts on the nearest air horn. Do not search for a supervisor. Do not wait. Any person who discovers fire or smoke is responsible for sounding the alarm at once.
  2. Call 911. Give the site address, your name, and the nature of the emergency. Do not hang up until instructed.
  3. Notify the Site Supervisor and/or Health & Safety Officer.
  4. Evacuate all personnel from the immediate area and assist others if it is safe to do so.
  5. Proceed directly to the designated Muster Point (see Section 2.3) and remain there until instructed otherwise.
  6. Do not re-enter the structure until the Fire Department provides the official all-clear.
  7. Only attempt to fight the fire with a portable extinguisher if: (a) the fire is small and contained; (b) you have been trained; (c) you have a clear escape route behind you; (d) the alarm has already been activated and 911 called.

2.2 Fire Extinguisher Use — PASS Method

Important: Never reinstall a used extinguisher — it must be recharged and serviced by a certified contractor. Always maintain a clear escape route. If the fire grows, evacuate immediately.

All personnel must proceed directly to the muster point upon any alarm activation. The Site Supervisor will conduct a headcount. No one may re-enter until the Fire Department provides the all-clear.

3.2 Emergency Roles

3.3 Fire Wardens

  • All exit routes must remain clear and unobstructed at all times.

  • First aid kit — maintained by the Health & Safety Officer and located at the site supervisor area.
  • Emergency lighting where work extends to enclosed areas without natural light.
  • Fire extinguishers must be inspected monthly and serviced annually by a certified contractor.
  • All fire protection equipment must be signed off in the site inspection log.

Hot works have not been identified as required for this project. If hot works become necessary, a Hot Works Permit must be obtained and this section updated accordingly.

No flammable liquid storage has been identified for this project. If flammable materials are brought on site, this section must be updated and SDS sheets filed in Appendix C.

Compliance & Acknowledgment

10.1 Regulatory Compliance

This Construction Fire Safety Plan has been prepared in accordance with the requirements of the applicable provincial fire code. It meets or exceeds all requirements of the Authority Having Jurisdiction.

The plan must be kept on-site and made available to the Fire Department or Authority Having Jurisdiction upon request.

10.2 Responsibilities of the Site Supervisor

  • Ensure all workers receive a fire safety orientation before commencing work.
  • Ensure this CFSP is posted and accessible on-site at all times.
  • Ensure all fire protection equipment is in place, inspected, and functional.
  • Ensure that hot works permits are completed and fire watch requirements are met.
  • Notify the AHJ and Fire Department of any material change to site conditions.
  • Conduct and document site fire safety inspections at least weekly.
  • Ensure all fire wardens conduct daily start-of-shift checks — air horn in place and functional, extinguishers in place and unobstructed, exit routes clear.
  • Ensure all Safety Data Sheets (SDS) are current and filed in Appendix C.

Hot Works Permit Program & Activity Log

Program Requirements

  • A Hot Works Permit must be completed and approved before any hot works activity begins.
  • Permits are valid for one shift only. A new permit is required for each shift.
  • Fire watch must be maintained for a minimum of 60 minutes after all hot works cease.
  • The fire watch person must have a functional fire extinguisher immediately available.
  • All permits must be retained for the duration of the project and available to the AHJ on request.
