2. Emergency Procedures

Emergency Alarm & Notification

  • Air horns are provided at exit locations and clearly signed.
  • In the event of an emergency, three (3) blasts of an air horn shall be used to initiate evacuation.
  • Once safe, 9-1-1 shall be contacted immediately.

Evacuation Procedures

  • Exit routes are clearly marked on all floors.
  • All personnel shall evacuate immediately upon alarm activation.
  • Personnel shall report to the designated Muster Point.

Muster Point Location:

  • All personnel shall report to the Muster Point immediately upon evacuation and remain there until instructed otherwise.
3. Emergency Roles, Muster Point, Site Security & Maintenance

The following individuals are responsible for initiating and coordinating emergency actions on site. Backup personnel are designated to ensure continuity at all times.

On smaller sites, one individual may fulfill more than one role. On larger sites, duties may be divided among multiple individuals.

After-Hours Emergency Contacts

Site Security (When Unattended)

When the site is unattended, the following measures shall be implemented to reduce fire risk:

  • Combustible materials secured or removed from ignition sources
  • Flammable and combustible liquids locked in approved storage
  • Temporary heating equipment shut down where practicable
  • Site secured with fencing, gates, and/or locked access points as applicable
  • Adequate lighting provided where required for security and safety
Maintenance of Fire Protection Measures

Fire protection and life safety measures shall be maintained in operable condition throughout construction. This includes:

  • Daily verification that Fire Department access routes are clear
  • Daily verification that hydrants, standpipes, and Fire Department Connections remain unobstructed
  • Monthly visual inspection of portable fire extinguishers
  • Maintenance of signage for exits, extinguishers, air horns, and Muster Point
  • Seasonal control of snow, ice, or debris affecting access or firefighting equipment

Deficiencies shall be corrected immediately or temporary measures implemented until permanent correction can be made.

Combustible Waste & Storage Controls
  • Combustible waste shall be removed from the site at least daily or at a frequency sufficient to prevent fire hazards
  • Waste bins and storage piles shall be kept clear of exits, access routes, and ignition sources
  • Outdoor combustible storage shall be minimized in size and located to reduce exposure to buildings, access routes, and adjacent properties
4. Training & Fire Safety Meetings
  • All workers and visitors shall receive site orientation, including emergency procedures.
  • Fire safety topics shall be included in regular site safety meetings.
  • Fire drills shall be conducted when required or directed by the AHJ.
5. Fire Prevention & Housekeeping
  • Combustible materials shall be controlled and excess waste removed regularly.
  • Combustible materials shall be kept at least 3 m from ignition sources.
  • Open flames and heating devices shall be monitored at all times.

Access for Fire Department

  • Fire department access routes shall remain clear at all times.
  • Access to hydrants, standpipes, and fire department connections shall not be obstructed.
6. Firefighting Equipment
Fire Extinguishers
  • Fire extinguishers shall be provided throughout the site as follows:
    • 2A:10BC on movable equipment
    • 4A:40BC in all other locations
  • Extinguishers shall be serviced annually, mounted with proper signage, and located near exits, fuel-fired equipment, hot work areas, and combustible storage.

Operation of Fire Extinguishers

  • Fire extinguishers may only be used if the fire is small and personnel are trained.
  • Always sound the alarm and call 9-1-1 before attempting to extinguish a fire.
  • If in doubt, evacuate immediately.

Standpipe System
  • Standpipe systems shall be installed progressively as construction advances.
  • The standpipe shall not be more than one floor below the highest active construction level.
  • Fire Department Connections shall be clearly marked and accessible.
  • Hose valves shall be provided at each floor or intermediate landing in exit stairwells.
  • Temporary standpipes shall remain in service until the permanent system is operational.
7. Hot Works Operations
  • Hot works require an approved Hot Works Permit.
  • A fire watch shall be provided during hot work and for at least 60 minutes after completion.
  • A final inspection shall be conducted four (4) hours after work completion.
  • A 4A:40BC fire extinguisher shall be present at all times.
8. Flammable & Combustible Storage
  • Storage areas shall be locked, ventilated, signed, and located at least 3 m from combustibles.
  • An updated inventory of hazardous materials shall be maintained per Appendix B.
9. Smoking Policy
  • Smoking is prohibited except in designated areas at least 5 m from buildings and combustible materials.
  • Non-combustible disposal containers shall be provided in designated smoking areas.
10. Weatherproof Fire Department Access Road
  • An all-weather road shall be constructed prior to project commencement.
  • Minimum load: 38,500 kg  |  Minimum clear width: 6 m  |  Accessible at all times.
11. Drawings & Site Plan

Drawings shall identify fire hydrants, Fire Department Connections, standpipes (if applicable), Muster Point, and primary and secondary access routes. Site plan drawings are included as a separate document.

12. Regulatory Compliance

This Fire Safety Plan has been prepared in accordance with applicable Fire Codes and Building Codes and shall be maintained and updated as construction progresses or when required by the Authority Having Jurisdiction.

13. Disclaimer

This Fire Safety Plan is intended as a guideline only and does not replace applicable code requirements. The Owner and Site Supervisor are responsible for ensuring compliance with all applicable regulations and directives issued by the Authority Having Jurisdiction.

Hot Works Permit Program

Procedures, Summary Log, and Permit Forms

Part 1 — Instructions & Procedures

Hot Works includes welding, cutting, grinding, soldering, torch work, or any activity that produces sparks or open flame. All Hot Works must be authorized by a valid Hot Works Permit before commencement.

Responsibilities
  • Permit Issuer authorizes and verifies safety requirements.
  • Permit Holder ensures compliance on-site.
  • Fire Watch is present during and for at least 60 minutes after work.
  • Supervisor ensures follow-up inspections.
Procedure
  1. Request Hot Works Permit.
  2. Complete pre-work inspection checklist.
  3. Issue permit and assign Fire Watch.
  4. Conduct Hot Works with extinguishers and equipment available.
  5. Complete immediate post-work inspection.
  6. Perform follow-up inspection at 30 minutes and mandatory 4 hours post completion.
  7. Close permit and record in Summary Log.

Disciplinary action may result from non-compliance with the Hot Works Permit process.

Appendix B — Hazardous Materials Inventory

This inventory identifies hazardous materials present on the construction site to assist with fire prevention, emergency response, and regulatory compliance.

The inventory shall be updated as materials are introduced or removed, reviewed during site safety meetings, and made available to responding emergency personnel upon request.

Storage & Control Notes
  • Hazardous materials shall be stored in approved containers and locations.
  • Incompatible materials shall be separated.
  • Flammable and combustible liquids shall be stored in accordance with applicable codes.
  • Safety Data Sheets (SDS) shall be available on site for all listed materials.

The Site Supervisor or designate is responsible for maintaining this inventory and ensuring it reflects current site conditions. If no hazardous materials are present, this inventory shall state "None at this time."
